Badge No. 001 — A Century of Service

The Harrow Falls Police Department badge has carried the same shield design since 1923, updated only twice in its history. Each officer's badge is individually numbered and issued upon swearing-in — a tradition that connects every generation of officers to those who came before. The gold star center represents the five founding neighborhoods of the original township. To wear the HFPD badge is to accept a covenant of service.

Elena Rivera

Officer Rivera joined the HFPD eight years ago after a brief career in social work, a background that continues to inform how she approaches community policing. She is the lead coordinator for the Department's annual Canal Days Safety Fair and has built lasting partnerships with the Harrow Falls Neighborhood Alliance and the Eastside Community Center.

Known for her directness and warmth in equal measure, Officer Rivera is frequently the first point of contact for residents who need help navigating city services, housing disputes, or youth intervention resources. She speaks English and Spanish fluently.

James Marsh

Major Crimes Unit  ·  14 Years of Service

Detective Marsh has been the lead investigator in the Major Crimes Unit for the past six years, overseeing cases that range from financial fraud to homicide. He came up through Patrol before transferring to Investigations, a path that shaped his methodical, evidence-first approach.

He has led or co-led 23 major investigations resulting in convictions and has testified as an expert witness in Harrow Falls County Superior Court on multiple occasions. Detective Marsh currently heads the department's Cold Case Review Initiative, a program that has re-examined 14 unsolved cases since its 2021 launch.
